2020-75           Resolution of the Township of North Hanover Supporting the Enactment of Assembly Bill NO. 3971 and Senate Bill NO. 2475 to Authorize the Issuance of Coronavirus Relief Bonds by Municipalities and Counties

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

 

A RESOLUTION OF THE TOWNSHIP OF NORTH HANOVER SUPPORTING THE ENACTMENT OF ASSEMBLY BILL NO. 3971 AND SENATE BILL NO. 2475 TO AUTHORIZE THE ISSUANCE OF CORONAVIRUS RELIEF BONDS BY MUNICIPALITIES AND COUNTIES

WHEREAS, municipalities and counties throughout New Jersey are facing unprecedented financial challenges, including significant loss of revenue and unanticipated spending, due to the ongoing COVID-19 State of Emergency and Public Health Emergency; and

WHEREAS, without relief, local government may have to significantly reduce services and layoff personnel; and

WHEREAS, in response to these conditions, Assemblymen Benson and Coughlin introduced A-3971 and Senator Singleton introduced S-2475, which authorizes local units to issue “coronavirus relief bonds” to allow them to borrow money, with a ten-year payback period, to cover shortfalls and unanticipated costs that are a direct result of the COVID-19 pandemic; and

WHEREAS, such bonds will provide local units with the flexibility to ensure continuation of essential services.

NOW, THEREFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover that it hereby affirms its support for the enactment of A-3971 and S-2475. 

BE IT FURTHER RESOLVED that the Clerk shall be directed to transmit a copy of this Resolution to the Governor, Senate President, Assembly Speaker and the legislative delegation of the 12TH district.

2020-76           Resolution Approving a Blue Light Permit Application

RESOLUTION 2020-76

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

 

APPROVAL OF BLUE LIGHT PERMIT APPLICATION

 

            WHEREAS, pursuant to N.J.A.C. 13:24-5 ET Seq. an applicant for permit authorizing the use of blue emergency warning lights may be considered eligible only if the applicant is an active member in good standing of a volunteer fire company, first aid or rescue squad, or a county or municipal Office of Emergency Management volunteer whose official duties include responding to a fire or emergency call; and

.             WHEREAS, Brian Hickingbottom has met the qualification for a Blue Light Permit and it is the recommendation of the Fire Chief to approve this applicant for a Blue Light Permit.

 

            NOW THEREFORE BE IT RESOLVED, by the Township Committee of the Township of North Hanover, County of Burlington, that in accordance with N.J.A.C. 13:24 et. seq. it hereby approve Brian Hickingbottom for a Blue Light Permit and hereby authorizes the Mayor to execute the Blue Light Permit Application.

 

            BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Jacobstown Volunteer Fire Department Chief.

2020-77           Resolution Approving Acceptance of Gift from Specialty Fabricators, LLC of Installation of Acrylic Barriers in Township Municipal Building

RESOLUTION 2020-77

TOWNSHIP OF NORTH HANOVER

COUNTY OF BURLINGTON

 

RESOLUTION APPROVING ACCEPTANCE OF GIFT FROM SPECIALTY FABRICATORS, LLC OF INSTALLATION OF ACRYLIC BARRIERS IN TOWNSHIP MUNICIPAL BUILDING

 

WHEREAS, due to the current Covid-19 pandemic, the Township is required to implement certain safety precautions for employee working in the Township’s Municipal Building, including the installation acrylic barriers in and around offices, desks and work-stations; and

 

WHEREAS, Specialty Fabricators, LLC, 118 Meany Road, Wrightstown, New Jersey has offered to provide the labor and materials for the installation of these acrylic barriers in the Municipal Building by way of gift to the Township of North Hanover; and

 

WHEREAS, N.J.S.A. 40A:5-29, allows a local unit to accept a gifts made to it in the manner set forth in the conditions of the gift, provided that the gift shall not be put to any use which is inconsistent with the laws of the State of New Jersey and of the United States; and

 

            WHEREAS, the Township Committee wishes to accept the donation of the labor and materials from Specialty Fabricators, LLC for the installation of the acrylic barriers in the Township Municipal Building.

 

NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, State of New Jersey, that the Township hereby accepts the gift from Specialty Fabricators, LLC of the installation of acrylic barriers in the Township Municipal Building as set forth in its May 14, 2020 quote in the amount of $1,408.00; and

 

BE IT FURTHER RESOLVED that the gift is being accepted by the Township on the express condition that Specialty Fabricators, LLC has and will not receive any type of favor, renumeration or other type of repayment of any kind whatsoever, whether expressed or implied.

 

BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to Specialty Fabricators, LLC, 118 Meany Road, Wrightstown, NJ 08562.

Mayor DeBaecke thanked Specialty Fabricators for the generous gift.

 

DISCUSSION

Deputy Mayor Doyle noted after conferring with the Township Attorney, Mayor and Summer Camp Director there was a consensus to cancel summer camp for the 2020 year, due to the COVID-19 pandemic.  He noted the safety of the participants and staff was of the utmost importance.  Mayor DeBaecke noted it was a sad situation and very unfortunate.  Committeeman O’Donnell and Committeeman Kocubinski noted there were too many unknowns to move forward and the safety was paramount.

 

TOWNSHIP COMMITTEE “COMMENTS”

Deputy Mayor Doyle noted the recent fires and the mutual aid received was appreciated.

 

Mayor DeBaecke noted there were two working fires this week.  He offered well wishes for the families affected.  He acknowledged Specialty Fabricators for their donation and noted it was very much appreciated.

AUTHORIZING A CLOSED SESSION MEETING

 

WHEREAS, the Open Public Meetings Act, P.L. 1975, Chapter 231 and P.L. 2001, C. 404, permits the exclusion of the public from a meeting in certain circumstances; and

 

            WHEREAS, the Township Committee of North Hanover Township wishes to go into a closed Executive Session and is of the opinion that such circumstances presently exist which should not be discussed in public, and

 

            WHEREAS. the Open Public Meetings Act pursuant to N.J.S.A. 47:1A-1 and N.J.S.A.  10:4-12 permits the Township Committee to discuss certain matter(s) in private, and in this case for the purpose of the Township Committee to discuss contract negotiations, litigation and personnel matters in this regard.

 

NOW, THEREFORE, BE IT RESOLVED by Township Committee of North Hanover Township that it will go into an Executive Session for the purpose of the Township Committee to discuss Contract Matters, Litigation and Personnel matters.

 

            BE IT FURTHER RESOLVED that the results of such discussion may be revealed at such time as the matter(s) are resolved and/or a contract(s) is signed and/or the negotiations are formally settled. Interested parties may contact the Township Clerk anytime during normal business hours for periodic updates as to the availability in this regard.
